Leveling works as simple as battling with your pokemon, each time they use an attack the EXP will go towards their respective category. Pokemon will not evolve by level only by having have met the requirement. if you want a pokemon to evolve you need to gain experience in each of the different category ( Attack, defense, special attack, special defense )

this is done to eliminate having just high-level Pokémon in your party, just because you have a level 100 Pokémon doesn't mean it will be as strong as a Pokémon that fought in a hundred battles. battling and using their moves will be the only way to make your Pokémon stronger stat wise. level is only used to allow Pokémon to learn new moves
